Ansul or Equivalent: What a Substitute Dry Chemical System Has to Demonstrate

Checklist table of what a substitute dry chemical system has to demonstrate on listing, agent, capacity, discharge, hose reach and documentation

A specification that reads "Ansul or equivalent" is not asking for an Ansul unit. It is asking for a unit that meets the performance the specifier had in mind when the brand name was written down as shorthand, and the burden of showing that sits with whoever proposes the substitute. The engineer of record will accept a substitution when seven things line up: the same third-party listing, the same agent, equal or greater agent capacity, equal or greater discharge rate and duration, equal or greater hose reach, materials suited to the same environment, and a document set that lets the reviewer check each of those without a phone call. Miss one and the submittal comes back marked "provide" or "rejected," which on a project with a fixed fire protection milestone costs more than the price difference between the two units.

Why the brand name is in the spec at all

Most "or equivalent" clauses exist because the fire protection engineer needed a basis of design and picked the product whose data sheet was on the desk. The dimensions, weights and discharge figures in the specification were lifted from that data sheet, and the brand name was left in so the contractor would know where the numbers came from. Federal procurement rules (FAR Part 11 on brand name or equal descriptions) and many state rules require the "or equal" language to keep the specification open to competition, and private owners carry the same wording into their EPC contracts for the same reason. The brand is a reference point, and a substitute has to be measured against the reference point, not against the general idea of a dry chemical skid.

The practical consequence is that the substitution package should be built around the basis-of-design data sheet. Put the specified unit's figures in the left column, the proposed unit's figures in the right column, and leave the reviewer nothing to look up. Where the proposed unit exceeds the specification, say so; where it differs in a way that does not matter, explain why; where it falls short, do not hide it, because the reviewer will find it and the rest of the package loses credibility.

The seven criteria, and what counts as proof for each

Listing comes first because it is the one criterion that cannot be argued around. If the specified unit is UL listed to UL 1254 as a pre-engineered dry chemical unit, the substitute must be listed to the same standard, and the proof is the listing number and a copy of the certificate, not a statement that the unit "complies with" or "is designed to" UL 1254. FM approval, where the spec calls for it, is separate and must be shown separately, because a UL listing and an FM approval test different things and neither one stands in for the other. A reviewer who sees the certificate on page one reads the rest of the package in a different frame of mind.

Agent is second. "Dry chemical" in a spec for a petrochemical or LNG hazard almost always means potassium bicarbonate, and a substitute filled with sodium bicarbonate is not equivalent even at the same weight, because Purple K is roughly twice as effective per pound on Class B. Monoammonium phosphate is a different product again; it handles Class A but leaves a corrosive residue, and a substitution into a spec written around Purple K for a pump pad will be refused. State the agent by chemical name and confirm the fill is the one the listing covers.

Capacity, discharge rate and hose reach are the performance trio, and they need to be compared at the same conditions. Agent capacity is nameplate weight. Discharge rate is the nozzle flow in pounds per second through the listed hose length, and discharge duration is the time the unit sustains that flow; a substitute that matches capacity but delivers at a lower rate gives a longer, weaker discharge, which is not the same protection. Reach is hose length and nozzle throw, stated separately rather than summed, and the substitute should match or exceed both, with the hose diameter given because it affects the pressure drop and therefore the rate. Nitrogen propellant pressure and cylinder count belong in this section too; Salus Global skids carry nitrogen at 150 to 200 bar in separate cylinders, and that figure goes in the comparison alongside the specified unit's.

Materials and documentation close the list. Materials means tank construction to ASME Section VIII, frame, coating and hardware, compared against the environment the spec describes; a carbon steel frame proposed for a jetty specified in 316 stainless is a deviation, not an equivalent. Documentation means the data sheet, installation and maintenance manual, listing certificate, general arrangement drawing, and the comparison table itself, issued as one submittal with a revision number. Most Division 01 substitution clauses also ask for a list of similar completed installations with names and contacts, which is the criterion that quietly sinks a new entrant with no reference projects on a hazard like the one being protected. A unit that meets all six performance criteria and arrives with a two-page brochure will still be rejected for want of the seventh.

What a Salus substitution package looks like

Salus skids are offered in 350, 1,000 and 2,000 lb capacities, UL listed to UL 1254, with agent tanks built and tested to ASME Section VIII, nitrogen expellant from separate charged cylinders, and a hose reel and nozzle as part of the listed assembly, which places them in the same category as the pre-engineered units most specifications are written around. Larger engineered fixed systems extend beyond that range for hazards that need nozzles on fixed piping rather than a hand line. Units are assembled, filled and inspected at the company's Texas facility, which is relevant to the materials and documentation criteria because the inspection records travel with the unit.

The substitution package Salus returns is a clause-by-clause comparison against the specification as written, with the specified unit's figures and the Salus figures side by side, the listing certificate attached, and any deviation called out in its own line rather than buried. Where the spec requires something the standard unit does not carry, such as a particular coating system or a longer hose than the listed length, the package says so and states what the unit can be supplied with. Reviewers accept an honest deviation far more readily than a package that pretends there is none.

Timing the substitution so it does not cost the schedule

The contract documents usually say when, and the answer is in Division 01. Section 01 25 00, Substitution Procedures, runs two different clocks. Before bid, a proposal goes in on CSI Form 1.5C, commonly ten days or more ahead of the bid date, and an accepted one comes back as an addendum that every bidder prices. After award the same request goes in on CSI Form 13.1A and the terms harden: a typical specification accepts substitutions for convenience only within 60 days of commencement, requires the contractor to certify that the substitute meets the contract documents, and requires a written waiver of any claim for extra time or money if it turns out not to. Read that section before assembling the package. It generally lists what the reviewer wants, item by item, including the detailed comparison of qualities and the record of similar completed installations, and a package that arrives in that order is halfway to approved.

The substitution request should go in with the first equipment submittal, not after the specified unit's lead time turns out to be longer than the construction schedule allows. A reviewer asked to approve an equivalent at week two of procurement has time to ask questions; a reviewer asked at week fourteen, with the contractor explaining that the specified brand has quoted twenty weeks or more, is being asked to carry risk, and will often refuse on principle. Run the equivalence review alongside procurement from the start, not as a rescue once the schedule has already slipped.

Two things speed the review. Send the comparison table to the engineer of record informally before the formal submittal, so that questions get answered in an email rather than in a rejection. And make sure the AHJ has seen the listing certificate if the project involves a permit, because a fire marshal who first meets the substitute unit at final inspection will want to see the same paperwork the engineer saw, and by then the unit is bolted down.

Frequently asked questions

Does the substitute need to be dimensionally identical?

No. It needs to fit the space allocated and not exceed the foundation or deck loading, and any difference in footprint or weight goes in the comparison table with a note confirming it has been checked against the structural design. Many substitutions are approved with a slightly different footprint once the civil engineer has signed off the anchor pattern.

Can a larger unit substitute for a smaller one?

Usually, provided the listing covers the larger capacity and the structural and reach checks are done. Capacity, rate and duration are "equal or greater" criteria, so a 1,000 lb skid proposed against a specification written for a smaller wheeled unit will clear the performance criteria; the question becomes whether the larger unit fits and whether the operator can handle the hose.

Who decides whether the substitute is accepted?

The engineer of record, with the owner's agreement and the AHJ's acceptance of the listing. Procurement can recommend a substitute but cannot approve it, and a contractor who installs an unapproved equivalent carries the cost of replacing it.
