Industrial Fire Brigades: How Plants Staff and Equip Their Own Fire Departments

An industrial fire brigade is a plant's own fire department: employees who are organized, trained and equipped to respond to fires on site before, or instead of, the municipal department. Refineries, chemical plants and LNG terminals run them because the nearest public department may be twenty minutes out and may not carry foam or dry chemical in the quantities a process fire needs. The brigade's size, training and equipment are set by the level of response the plant decides to take on, from incipient stage only to full interior structural firefighting, and that decision drives everything else: the OSHA requirements that apply, the training hours, the protective equipment and the hardware from portable extinguishers up to fixed systems.

Four levels of brigade, and the one most plants choose

OSHA regulates fire brigades under 29 CFR 1910.156, and NFPA 600, the Standard on Facility Fire Brigades, sorts them into four types. An incipient stage brigade fights fires in their early stage with portable extinguishers, hose lines and the fixed systems' manual controls, without SCBA and without entering a smoke-filled area. An advanced exterior brigade takes on larger fires from outside a structure, which on a process site means tank, pump, loading rack and unit fires fought from monitors, hand lines and skids, in full turnout gear and SCBA. An interior structural brigade enters buildings to fight fire, which brings the heaviest OSHA requirements. The fourth type combines advanced exterior and interior capability.

Most process plants settle on advanced exterior. Their hazards are outdoors, the buildings are few, and interior structural capability with its quarterly training, medical surveillance and full gear set is hard to justify for a control room and a warehouse. A refinery brigade is therefore usually advanced exterior, with mutual aid bringing the municipal department for structural fires and a specialist contractor for large tank fires. A smaller site, a tank battery or a compressor station, often runs an incipient brigade built around the operators on shift, with the fixed systems and a dry chemical skid doing the work that a larger brigade would do with hose lines.

The OSHA requirements scale with the type. 1910.156 wants a written organizational statement defining the brigade's scope, training before a member responds and at least annually after that, quarterly sessions for interior structural members, protective clothing and SCBA for anything past incipient, and a medical evaluation confirming members are physically able to do the job. 1910.120 adds HAZWOPER training for any brigade that answers releases as well as fires, which on a chemical plant means all of them.

The line between incipient and everything above it decides most of the budget, and it sits lower than plants assume. Under OSHA's definition a fire stays incipient only while a portable extinguisher or a small hose line controls it with no protective clothing and no breathing apparatus. A spill spreading under a pipe rack is past that line, and a statement that says incipient while operators are expected to fight that fire is the wrong statement.

Who is on the brigade and what each role does

A brigade on a mid-sized plant runs 20 to 40 members spread across the shift pattern, so that 6 to 10 are on site at any hour. A brigade chief, often the plant fire chief or the HSE manager, owns the organizational statement, the training program and the budget, and reports to site management. Shift team leaders, typically senior operators or maintenance supervisors who have completed officer training, take incident command for a fire on their shift and make the first decisions on isolation and attack. Members are operators, mechanics, electricians and laboratory staff who hold the brigade qualification alongside their day job and are paged or radioed when the alarm sounds.

Two roles are specific to process sites. The operations liaison, usually the shift supervisor of the unit on fire, sits with the incident commander and owns the process side: what is in the line, where the isolation valves are, what the depressuring system is doing and what happens to the rest of the unit if the firefighters cool one vessel and not another. The pump and apparatus operator runs the fire pumps, foam proportioners and the vehicle if the plant has one. Large refineries and LNG export terminals add full-time firefighters on shift and use the brigade as first response and manpower behind them.

Qualifications follow NFPA 1081, which sets professional qualification levels for brigade members and leaders at each brigade type. The training record is the document the OSHA inspector asks for first, and a plant that cannot show each member's initial training and annual refresher has a brigade on paper only.

The equipment tiers, from extinguisher to fixed system

The equipment a brigade carries is tiered by the size of fire each level is expected to handle, and a well run plant staffs each tier rather than buying the top one and hoping. The first tier is portable extinguishers under NFPA 10, sized and placed for the hazard: 20 and 30 lb dry chemical units on Class B hazards at pumps, loading spots and compressors, with CO2 units at switchgear. Every employee is trained annually to use them under 1910.157.

Wheeled units come next, 150 to 350 lb of dry chemical on a cart, positioned at loading racks, pump alleys and fuel transfer points where a spill fire has outgrown a portable but is still reachable by two people on foot. Above that sits the skid: 350 to 2,000 lb on a nitrogen-expelled unit with a hose reel and a nozzle that throws 25 to 40 ft, staged at the process unit or tank area and worked by one or two brigade members. Skids come in dry chemical, foam, twin-agent and CAFS versions, and the hazard nearest the unit decides which. A foam or dry chemical trailer that a pickup can tow puts the same capacity anywhere on a large site or at an unmanned satellite, and the biggest plants keep an industrial fire apparatus with a pump, foam tank and monitor. Last are the fixed systems, deluge, water spray, foam chambers on tanks and fixed dry chemical systems on high hazard points, which the brigade does not carry but does control, supplement and reset.

Agent choice runs through every tier. Potassium bicarbonate (Purple K) is the usual dry chemical for a hydrocarbon plant because it delivers roughly twice the Class B capacity per pound of sodium bicarbonate. Foam concentrate is the other consumable, and the move away from AFFF to fluorine-free foam under the PFAS restrictions has forced most brigades to re-test their proportioners and re-run their application rate calculations under NFPA 11. Dry chemical's limits shape the tactics too: it knocks down a fire in seconds but does not cool, so the brigade trains to follow a dry chemical attack on a pump or flange fire with isolation and water cooling rather than walking away when the flames disappear.

Protective equipment, communications and the fire station

An advanced exterior brigade needs structural or proximity turnout gear, helmets, gloves, boots and SCBA for every member on shift, plus spares, which for a 40 member brigade is a six figure purchase before training starts. The gear lives at a fire station or in gear lockers at the brigade muster point, with a compressor or cascade for refilling SCBA cylinders and a washing and inspection routine that the PPE rules in 1910.156 require. Communications are a dedicated fire channel on the plant radio system, with the incident commander able to reach the control room directly.

Plants with large inventories keep an industrial fire apparatus, but many do not, and the trailer and skid tiers exist partly to make a vehicle unnecessary. A dry chemical skid parked at a tank battery or a loading rack puts 1,000 lb of agent where the fire will be, with its own nitrogen propellant, so the brigade's first response is to walk to the skid, open the nitrogen and pull the hose, rather than drive a truck across the site. Drills, pre-plans and mutual aid

Training is the part of the program that makes the equipment worth owning. NFPA 600 and 1910.156 both expect hands-on training, and the effective brigades run a monthly drill on a real piece of equipment: pull the skid hose, flow a monitor, run a foam proportioner with water only, and once or twice a year burn a prop at a fire school with live fuel. Pre-incident plans are written for every credible fire, from a seal fire on a named pump to a full surface tank fire, each naming the isolation points, the equipment and the water demand, so the night shift commander follows a plan instead of inventing one.

Mutual aid closes the gaps. An advanced exterior brigade still needs a structural department for the office building, a neighboring plant or a specialist contractor for a large tank fire, and the municipal department for medical calls and for manpower after the first hour. The agreements are written, the neighbors come to drills, and the public department walks the site at least annually so they know where the hydrants, the foam and the skids are.

Does OSHA require a plant to have a fire brigade?

No. OSHA does not require a brigade, but 29 CFR 1910.156 applies the moment a plant chooses to organize one, and 1910.38 requires an emergency action plan either way. A plant without a brigade plans for evacuation and relies on fixed systems and the public department, which for many small sites is the right answer.
