Industrial Fire Suppression Systems in Texas and Louisiana

The stretch of Gulf Coast from Corpus Christi through Houston, Port Arthur and Lake Charles to Baton Rouge holds the largest concentration of refineries, petrochemical plants and LNG export terminals in the United States. For a plant in that corridor, a dry chemical skid or fixed system has to be UL listed and designed to NFPA 17, and then the practical questions start: where it is built, how far a technician has to travel for the semi-annual, and whether a replacement can be on a truck before a turnaround window closes. What the Gulf Coast hazard mix asks of a suppression system

The hazards along the corridor cluster into a handful of types, and each has a well understood answer. Refineries in Baytown, Port Arthur, Beaumont and Lake Charles have loading racks, pump rows, compressor houses and process units where the credible fire is a three-dimensional flammable liquid or gas release rather than a tank pool, and where dry chemical under NFPA 17 is the fastest knockdown available. Chemical plants along the Houston Ship Channel and the Mississippi between Baton Rouge and New Orleans add polar solvents, which change the foam choice to alcohol resistant grades under NFPA 11 but do not change the dry chemical case. The LNG export terminals at Sabine Pass, Cameron, Freeport and Corpus Christi work to NFPA 59A, and on an LNG pool fire the primary extinguishing agent is dry chemical, normally potassium bicarbonate, with high expansion foam used over the impoundment for vapor control and radiant heat reduction rather than for extinguishment. Marine terminals and jetties along the Sabine and Calcasieu rivers and the Ship Channel need units that tolerate salt air and stand at the end of a pier where firewater pressure is marginal.

The common thread is open-air Class B and Class C hazards at distance from the nearest fixed system, which is the case a manual dry chemical skid was designed for. Purple K is the agent of choice for nearly all of it. Monoammonium phosphate appears only where Class A materials are stored alongside, and sodium bicarbonate where cost outranks performance. Class D metal hazards, which exist in some specialty chemical operations around the corridor, take dedicated powders and a different product.

Climate, corrosion and the case for building units here

A suppression unit on the Gulf Coast lives in humidity that sits near saturation on summer mornings, in salt air along the coast, and through a hurricane season that takes power and access away from sites for days at a time. Those conditions shape the specification in ways a catalogue built for a drier climate does not anticipate. Agent caking is the first consequence: dry chemical that absorbs moisture through a failed seal compacts and will not fluidize, and NFPA 17 requires the agent to be examined at the semi-annual maintenance for exactly that reason. A skid whose tank sits at atmospheric pressure with nitrogen stored in separate cylinders is more tolerant of a seal that weeps than a stored pressure unit, because the tank is not relying on a seal to hold pressure for years, but the agent check still has to happen.

Corrosion is the second. Carbon steel with an industrial coating is adequate inland; along the coast and on jetties the specification moves to marine coatings, sealed enclosures for the regulator and valve, and 316 stainless for the tank and fittings where the unit will see salt spray. Hurricane access is the third: a site that loses its road and its firewater pumps for three days after a storm still has whatever stand-alone units were on the ground, which is an argument for manual skids at the highest-inventory locations independent of the fixed systems.

A unit assembled, filled and inspected in La Porte has been through the humidity before it ships, and the coating specification was chosen by people who see what salt does to a skid on a Galveston Bay jetty.

Lead time and the turnaround calendar

Gulf Coast refineries and chemical plants run their major turnarounds in spring and fall, and a dry chemical unit found with a corroded tank or a failed regulator during a pre-turnaround inspection has to be replaced before the unit restarts. Quotes of twenty weeks or more are normal from the established brands, and no turnaround window is that long. A manufacturer with stock tanks and frames on the floor near Houston, filling and inspecting to order, can talk about the date against a shop schedule rather than a shipping forecast, and can deliver by truck rather than by container. Salus does not publish a fixed lead time, because it depends on agent, capacity, material and options, but will confirm a date for a specific configuration on request.

The other side of lead time is the AHJ and the insurer. A replacement unit must carry the same listing as the specification, and on a site insured through FM Global that can include FM Approval alongside the UL listing. Getting the listing documents in the first reply to an inquiry is what keeps a replacement from stalling at the permit desk, and a supplier who has to go looking for them is telling you something about how the rest of the order will go.

Who is licensed to install and certify the unit in each state

Buying the equipment is one question; having it installed, certified and serviced by someone the state allows is another, and Texas and Louisiana run separate schemes. In Texas the State Fire Marshal's Office, part of the Department of Insurance, registers the firm and licenses the person. A company in the extinguisher or fixed system business holds a Fire Extinguisher Certificate of Registration, which requires a licensed employee on staff. For a pre-engineered fixed system, which is what a UL 1254 listed skid is, the license that matters is the Type A, covering installation, certification and service of pre-engineered fixed extinguishing systems. The planning license is a separate credential for engineered systems, not something a listed skid needs. Louisiana licenses through its Office of State Fire Marshal, where a firm carries a Life Safety and Property Protection license with endorsements, and the two to look for on a dry chemical skid are Pre-Engineered and Fixed Fire Suppression, both separate from the Fire Extinguishers and Hoses endorsement covering portables.

The effect on a purchase is easy to miss. A plant that sets a skid with its own millwrights still needs a licensed firm for the certification and the semi-annual, and a Texas contractor licensed for portables is not licensed for the fixed system. Ask for the registration number and the technician's license type before the unit ships rather than when the inspector asks.

Service within a day's drive

NFPA 17 requires a monthly visual inspection, which the site does, a semi-annual maintenance by trained personnel that includes examining the agent for caking and moisture, and hydrostatic testing of cylinders at 12 year intervals. Who does the semi-annual, and from where, is a question to settle before the order. For a site between Corpus Christi and Baton Rouge a Houston-based service technician is within a day's round trip, which matters for a unit that has been discharged on a Friday and needs to be recharged and back in service before the weekend is out. Recharge means agent and nitrogen, and having both available locally is the difference between a day out of service and two weeks.

Sites further afield, in the Permian, the Eagle Ford or the Haynesville, are served from the same base with longer travel, and for those a trailer unit or a second skid on site is often the better answer than a fast service response.

Frequently asked questions

Are Salus units available for sites in Louisiana as well as Texas?

Yes. Units ship by truck from the La Porte facility to Lake Charles, Baton Rouge, New Orleans and the river plants between them, and the Houston branch handles drawings and quotations for both states. Lake Charles is roughly two and a half hours from the facility by road; Baton Rouge is about four.

Can a unit be specified in stainless for a jetty or a coastal terminal?

Yes. Skids can be built with 316 stainless tanks and fittings, marine coatings and sealed enclosures for the regulator and valve. The agent and the listing do not change; the materials and the price do.

Does Salus offer a site visit before quoting?

Ask the Houston office. For a hazard that can be described on a plot plan, a quotation and drawings can usually be prepared from the drawing alone. Send the plot plan, the fuel and the location of the nearest place a unit can stand, and the sizing follows from that.
